Powering a practicable nuclear car by a combination of nuclear battery and rechargeable battery/hyper-capacitor is possible now.\
The use of dispersable xenon gas based nuclear batteries would even make these cars reasonably safe.
There is some very theoreticall work on Hafnium or Americium reactors pumped by netron beams that would have sufficiently reduced shielding for use in aircraft. (again recent popular science articles)
A much better approach is ofcrouse to use nuclear energy to generate power centrally where it can more strictly be managed and to use the energy to synthesise fuel and chemicals.
