 | I spent 18 months in the Phillipines, Subic Bay, and believe what you say is the current situation. There was and apparently still is a layering of Filipino society much like that in other Spanish colonies. A very large lower class that has no where to go, we were driving a load of equipment from Subic to Clark AFB near Angeles when the driver pointed out a man talking to several in a village. "That's Lieutenant XX, he said, he owns these people", that is a feudal lord in the 20th Century in `a modern country. Later had a lot of this buttressed by meeting a family that was a middle-man group between the American military and the ruling class. These people were into every form of shady dealings housing, cars, gambling. Eventually the head guy got sent to prison for smuggling playing cards and other gambling equipment into the country, apparently without paying off the right people to look the other way.
