There is a much simpler reason for California's plight that neither you nor Chamblee has grasped. California's tax base was swollen by the dot com boom of the late nineties. Clear heads warned Davis and the legislature that it was an unsustainable bubble, but in their greed the Democrats of Sacramento committed one time tax revenues to a stream of spending as far as the eye could see. The result was virtual bankruptcy. Arnold has resisted efforts to raise taxes, but has pussy footed with the Democrats for too long, and the state continues to run a deficit, albeit a smaller one. Schwarzenneger intends to put an initiative on the November ballot which will put iron clad guarantees in the California constitution which will once and for all prevent the Dems from engaging in deficit spending. The people of California are fed up with the spend thrift jackasses in Sacramento and will approve it -- overwhelmingly.

Very appealing concept to voters, but a disaster for California, or any other government.
One of the major strengths of our government is the use of government saving & spending to smooth out the bumps in the capitalistic system. The lower poor are the only people hurt by a balanced budget law.

California's deficit is currently 10% of the budget. 10% is unsustainable, however the "Progressives" in Sacramento refuse to deal with the issue. Schwarzenneger and the people of California will deal with the deficit -- whether jackass Maryland "progressives" like it or not.

Sure, if we want to cut down deficit, we should have a Republican government and legislature. That's what we did with the federal government, and who can argue with the great results?

Both parties seem to like it that way. Certainly the Federal deficit is far beyond 10 percent under a so-called "Conservative" Administration.

California became ungovernable 15-20 years ago when the voters let legislators and the Gov off the hook with their government by referendum.
And those reerenda were intiated by Right Wingers.

Schwarzenneger was elected by Democrats as well as Republicans to clean up this mess. The only solution to liberal over spending in Sacramento is a constitutional amendment -- which I assure you will be passed with bipartisan support -- even if Georgia jackasses don't like it. If you would like to vote in California, I suggest you move here. Otherwise, just shut up.

There is already action being taken by taxpayers in various states. A Taxpayer's Bill of Rights is a state constitutional amendment that would limit the annual growth in government. Under a Taxpayer's Bill of Rights amendment, state spending and debt could not grow faster than the rate of annual population growth plus inflation. Surplus revenue received above this amount would accrue in budget stabilization and emergency funds, and a portion would be returned to taxpayers. Tax increases or spending above the amount of the Taxpayer's Bill of Rights limit would require voter approval.
I think Colorado voters reined in the politicians a while back, and other states either already have or are actively considering such an amendment. Of course, the politicians and big-government lovers hate it, but the mechanism prevents obligating 'bubble' temporary income, which has led so many governments, local, state, and Federal, into deficit problems.
Don't know if this is the type of thing that Schwarzenegger is thinking of, but it's clear that the taxpayers are growing increasingly tired of over-spending by the politicians.
